bensbargains.com is a nice place to get some coupons, try lookin at their web site.
As far as the computer system, don't go with the 2.6, stay with the 3.0. XP Pro is preferable, but Home will do, you probably won't notice the difference. Hard drives have several stats to look at, seek time, RPMs, and buffers. Buffer size try to get 8mb, seek time get as fast as possible, RPMs should be no less than 7200. Also pay attention to the interface. The one you have listed is an external hard drive, which means it's gonna be a USB drive. Internal drives can be either IDE or SATA(Serial). SATA hard drives are coming into style, I'd say go with one of those if your system will support it.
Memory, you need to beef that up. Get PC3200(400mhz) there's gonna be a boost in speed there. I recommend Kingston as the manufacturer, or Corsair.
I'm not gonna recommend the video card, there's so many out there. Check out www.tomshardware.com they have some nice reviews on hardware there. As far as the computer system goes, if you can't build it yourself, try having someone build it and ship it to ya.. I hate dell.

kinda-sorta, but not really
After everything is plugged in and jumpered correctly, etc., put your XP CD in and it should automatically boot to the CD. You'll have to format and partition the HD, etc., all done from the Windows CD, pretty much accept defaults for all the options, and then windows will be installed. After that you'll have to install drivers for all your hardware, which should come with the hardware. That's probably gonna be the hardest part for ya, unless it's automated(which it usually is from a CD). Shouldn't really have other problems with it, but be sure to put a good antivirus on it asap and watch out what porn and file sharing programs you install.

The items I have in bold.. you have to change one of them. The motherboard is a Socket478. The Processor is socket 775. The socket 775 is a new type of socket and will not physically fit into the older Socket478. If you were gonna change one, I would suggest upgrading the motherboard to a 915 chipset or a 925 chipset. But be sure also to look at the specs and make sure the new board will support AGP.
*edit*
I just tried to search newegg, and it's extremely difficult to find a new chipset system board with an AGP slot. You may want to stick with the 865 or 875 motherboard chipset and go with a socket 478 processor.

We all have our opinions, but I favor the Pentium 4 processors over the AMD.. I have low opinions of AMD, but I also hear they're better for gaming cause they run 1 process at a time extremely well, whereas the P4s run multiple processes simultaneously better.
The power supply you definitely would want to upgrade, I would be surprised if it had more than 1 fan in it though. Also, the monitor and the external hard drives should have their own power supplies, so don't gotta worry about that. 400W power supply outta set ya right on your system.
As far as cooling goes, in addition to the power supply fan, I would also add a front case fan and rear case fan if possible. Have the front fan draw air in, and the rear fan push air out.
